MVP Plumbing works with general contractors, remodelers, driveway and concrete contractors, and in-house facility maintenance teams who need a licensed master plumber attached to a job. We pull the permit, do the work and handle the city inspection under Master Plumber License MPL 38224.
The work you cannot do yourself
Most contractors and maintenance teams handle the overwhelming majority of what a building needs. There is a narrow band that they legally cannot: anything requiring a permit pulled by a licensed plumber, anything a city inspector has to sign off, gas work, meter relocations, and certified testing.
That band is small, but it is not optional, and it is usually sitting directly in front of your schedule.
Three real examples
Job notes · Mont Belvieu — driveway contractor
A contractor was pouring a new driveway and the water meter sat where the driveway was going. The city required it to be moved by a licensed plumber with an inspection. We relocated it about fourteen feet — ten feet back and four feet over — and the city came out and passed it.
The driveway was poured on schedule.
Job notes · Houston area — facility maintenance company
A commercial facility maintenance company covering daycares and restaurants across the Houston area. Their in-house plumber is not licensed, so we perform their annual gas pressure testing and inspections under our license and provide the paperwork the inspector wants.
Job notes · Baytown — car dealership maintenance team
A two-inch main was leaking in the dealership's repair shop. Their own maintenance team had tried to fix it and could not get it to stop. We cut out the failed section, went back with ProPress and a new Watts valve, and had water back on in about three hours.
Different situations, same shape: a competent team that hit the boundary of what they could do, and needed someone licensed to cross it.
What we will not do
We will not lend a license to work we did not perform.
We will not lend a license to work we did not perform.
Contractors ask, and the answer is no every time. A permit pulled under MPL 38224 means MVP Plumbing did the work, because that is what an inspector is relying on and what the license actually means. Anyone offering you the other arrangement is putting your job, and their license, on a footing you do not want.
What we will do is fit around your crew so the licensed portion is the only part you are paying us for.
The timeline is the city's, and we tell you it up front
The thing that hurts a construction schedule is not a slow trade, it is a surprise. So here is the sequence on gas work with a locked meter, which is the longest one we routinely deal with:
- We pull a permit with the city
- We dig and do the work
- The ditch stays open — the city has to inspect before it is covered
- City inspects and passes
- We backfill
- The city releases it
- The utility restores service
Two days minimum, and it cannot be compressed. Knowing that on day one lets you schedule everything behind it. See gas line services.
What we take on
- Water meter and gas line relocations ahead of driveways, slabs and extensions
- Gas work requiring permits and inspection, including meter lock-off resolution
- Annual gas pressure testing with certification for daycares, multifamily and commercial
- Remodel plumbing rough-ins — moving supply and drain lines, tub-to-shower conversions, fixture and faucet sets
- Repipes on water and drain lines
- Sewer line work and tunneling under occupied buildings
- Repairs your own team could not stop
Remodel contractors
If you run bathroom and kitchen remodels, the plumbing rough-in is the part that decides whether your schedule holds. We do remodel plumbing — rough-in, moving supply and drain lines, tub-to-shower conversions, fixture sets, and coordinating with the trades doing the rest.
We do not do new construction, so we are not competing with you for anything. We are the trade that shows up when you said and passes inspection.
If you have recurring work, talk to us about an ongoing arrangement rather than calling job by job.

Common questions
What exactly do you provide?
The licensed master plumber your job legally requires. We pull the permit, do the work, and handle the city inspection under Master Plumber License MPL 38224. That covers gas work, water meter relocations, and anything an inspector has to sign off on.
Can my own crew do the work and you just sign it off?
No, and you should be wary of anyone who says yes. A license is not a signature for hire. We perform the work we permit, because that is what the license means and what an inspector is relying on.
How fast can you turn around a permit job?
The permit and inspection sequence sets the pace, not us. On gas work where a meter is locked off, it is two days minimum: permit, dig, ditch stays open for inspection, backfill, city release. We tell you the real timeline up front so you can schedule the rest of your trades around it.
Do you work on a schedule or only on call?
Both, and ongoing arrangements work better for everyone. If you need a plumber recurring across jobs, tell us your pipeline and we will fit it. Knowing your work is coming means we can hold time for it.
Will you show up when you said?
That is the whole proposition. A trade that misses a date on a construction schedule costs you every trade behind them. If we cannot make a date we will tell you before it costs you, not on the morning.
Do you do new construction?
No. We are a service, repair and remodel company. Remodel rough-ins, moving supply and drain lines, tub-to-shower conversions, fixture sets and coordinating with the other trades - yes. Ground-up new builds - no.
