Why is a house on blocks different from a house on a slab?
This is the single most useful thing to know about plumbing out here, and almost nothing written about Texas plumbing covers it, because most of it is written about slab houses.
Under a raised house, the water lines are reachable. Somebody can get underneath, find the leak, cut out the failed section and put new pipe in. That is exactly what the Anahuac leak repair was — PEX run under the floor and tied back in.

Under a slab, the same pipe is buried in or beneath concrete. Nobody is crawling to it. That is why slab houses end up needing tunneling — digging in from outside so the work happens underneath the house rather than through the middle of your floor.
